How to register for Importer License per the LMPC Standards?

For an importer importing pre-packaged products and distributing or selling them, you need oversight from the Department of Legal Metrology that can oversee the import quality. The Legal Metrology Department provides oversight by issuing LMPC Import License in India. Here, LMPC stands for Legal Metrology Packaged Commodities. This Act governs the certification process. Also known as the Importer license, LMPC certification can be applied within 90 days before the import operations. 

Mandatory Declarations of the Imported Products

s per the LMPC (Legal Metrology Packaged Commodity) certificate rules of 2011, a licensed Importer must comply with the regulations. He must also provide mandatory declarations on the product’s packaging before dispatching the imported products.

The Declarations are mentioned in the following points:

  • Country of Origin of the Imported Products
  • Details of the Manufacturer: Name and Address
  • Month and Year of the product’s manufacturing date
  • Year of Import when the product was imported

Here, the range of declarations can vary depending upon the nature of the imported product. Let us say the declarations on food products will be different from the declaration made on electronic or electrical products. Furthermore, if the importer doesn’t make the said declaration, then he is not eligible for the LMPC Importer’s certificate.

Mandatory Attachments for Import License Registration

To obtain the Importer License as per the LMPC standards, the applicant must attach the following documents along with the Importer License registration application:

  • Certificate of Incorporation of the applicant company
  • Other LMPC Licenses as required by your business
  • Duly-filled license registration application form
  • Demand Draft or NEFT receipt of the license processing fee
  • Details of the Display Panel of the imported package

Mandatory Procedure for obtaining the LMPC Importer License

LMPC registration procedure: The Legal Metrology Department has made the LMPC registration online impossible. No registration steps exist on LMPC’s website. Therefore, we are sharing with you our method of registering your Import license offline in the following steps:

  1. Get the offline application form for the Importer License.
  2. Fill out the license application form.
  3. Attach the furnished documents.
  4. Submit the application to the Legal Metrology Department.
  5. Pay the required LMPC certification fee.
  6. Finally, get the necessary Importer license.

After filing the declaration, the applicant obtains an LMPC certificate for an Importer license. They can further show the certificate to the Authorities at the ports to get the imported products. Also, the Importer certificate’s validity varies from one to five years.

What doesn’t cover under the LMD-issued Importer License products?

An LMPC certificate is necessary to import all packaged commodities in India. But there are exemptions to these products, such as:

  • Imported commodities with a weight or measure of 10 grams or 10 milliliters or less
  • Agricultural’s primary produce in imported packages of more than 50 kilograms
  • Imported packages containing fast food items pre-packed by a restaurant or a Deli
  • Imported packages containing rules as covered by the Drugs Price Control Order of 1995

Also, as per the LPMC Act, the provisions for imported packages intended for sale, the Legal Metrology rules will not apply to the following commodities:

  • Imported Packages weighing more than 25 kg or 25 liters: this excludes cement and fertilizers sold in bags of 50 kg
  • Imported Packages meant for industrial or institutional consumers
