The AGR Return Filing is a must for all Telecom Companies

Adjusted Gross Revenue is used to calculate the telecom license fee submitted to the CCA, i.e., Controller of Communication of Accounts, by a valid telecom license holder. AGR return filing consists of submitting licensing fees and annual revenue statements to the CCA by the telcos licensees of the country. Every DoT license holder must submit their AGR dues to the Telecom Authority.

AGR Return Filing

Every Telco must pay a fixed DoT license fee, depending on its size and service area. It was fixed by the DoT introducing the AGR (Adjusted Gross Revenue). The Union Government’s post-economic liberalization introduced the AGR. Every UL-VNO licensee must submit the following as a percentage of Adjusted Gross Revenue:

  • Entry fee
  • Annual License fee
  • Spectrum Usage Charges (SUC)

As per the National Telegraph Act of India, every DOT license holder must submit its AGR Dues to the Communication Controller of Accounts. The DoT licensing fee for the license is 8% of the total AGR. The fee includes the USO Levy, which is currently a minimum of five percent of the Adjusted Gross Revenue.

Entities eligible for AGR Return Filing

To file the Adjusted Gross Revenue dues to the Telecom Authority, the applicant must be a valid DoT license holder under the Unified License category by the Ministry of Telecommunication. The following is the list of some of the Telecom licensees who must submit their AGR statements to the DoT within the stipulated time:

  • VNO (Virtual Network Operator) license
  • ISP (Internet Service Provider) license
  • ACS (Advanced Communications Services) Category B License
  • NLD (National Long Distance) license
  • ILD (International Long Distance) License

Procedure for filing Adjusted Gross Revenue dues
